China to probe US exports of legacy chips as Biden administration rushes to offload tech containment curbs

The Chinese Ministry of Commerce (MOFCOM) announced it is investigating US chipmakers over alleged unfair subsidies provided by the Biden administration. MOFCOM stated that these subsidies give US companies an unfair competitive advantage, allowing them to export legacy chips to China at low prices, harming Chinese industries.

Chinese industry associations, including the China Semiconductor Industry Association (CSIA), expressed strong support for using WTO rules to protect domestic rights and interests.

Experts noted that US containment efforts have largely failed, as China’s domestic chip industry has grown significantly. This confidence drives China’s decision to launch investigations.

MOFCOM emphasized that applications from domestic industries for trade remedy investigations would be reviewed under Chinese laws and WTO rules.

China firmly opposes the sanctions, labeling them as economic coercion. The government has pledged to protect national security and its industries through strategic measures.
