The United Nations (UN) General Assembly unanimously adopted the resolution “Permanent Neutrality of Turkmenistan” during the 61st Plenary Session of its 79th Session on March 21, 2025. The resolution was approved under the agenda item “Peacebuilding and Peacekeeping”.

Introducing the resolution, Turkmenistan’s Permanent Representative to the UN Aksoltan Atayeva emphasized that the status of permanent neutrality is the basis of Turkmenistan’s foreign policy and the cornerstone of the country’s balanced peacekeeping doctrine in the international arena. Atayeva noted that since the first resolution on the Permanent Neutrality of Turkmenistan adopted by the UN General Assembly on December 12, 1995, the country has consistently demonstrated that its neutrality policy is an effective tool for the implementation of preventive diplomacy at the regional and global level. Stating that the principle of neutrality of Turkmenistan is embedded in both its domestic and foreign policy, Atayeva said that this status is also enshrined in the Constitutional Law of Turkmenistan. She noted that this policy is based on the historical heritage of the Turkmen people and the tradition of state building based on peace, dialogue and mutual respect.
