Singapore’s Cultural Diplomacy

Singapore Prime Minister Lee Hsien Loong has advocated for an agreement to ensure that world-famous singer Taylor Swift does not perform in any other Southeast Asian country following complaints from other countries in Southeast Asia. Prime Minister Lee Hsien Loong acknowledged for the first time that the city-state had signed an exclusive agreement with the global pop icon, but dismissed the idea that the arrangement was “unfriendly” to other countries in the region.[1]

“Our agencies agreed on an arrangement for her to come and perform in Singapore and choose Singapore as her only stop in Southeast Asia” Lee said. In his press conference with journalists at the ASEAN Summit in Melbourne, Australia, he said, “An agreement was made. As a result, we saw that it was a very successful arrangement. I don’t see this as an unfriendly agreement.”[2]

Lee stated that it was unclear whether the pop singer would have performed in other countries in the region if such an arrangement had not been made. “These are things for her to decide,” Lee said. Lee’s statements came after complaints increased across the region over allegations that Singapore brought Swift in with a grant worth $2-3 million. Filipino legislator Joey Salceda called for Singapore to be questioned about the grant on March 6, 2024, saying Singapore’s actions were “not what good neighbours would do”.[3]

Minister for Culture, Community and Youth Edwin Tong told parliament on March 4, 2024, that it was wrong to reject speculation about the size of the grant without explaining its conditions, such as Swift not performing elsewhere. Singapore officials have argued that the cost of towing the Swift far exceeds the benefits it will bring to tourism-related industries such as accommodation, retail and food and beverage. Swift, one of the most successful music artists of all time, performed all six shows in Singapore, the only stop of her Asian tour outside Japan, to full capacity.[4]

In the demonstrations that lasted until March 9; approximately 300,000 people attended, including fans from Asian neighbours such as Indonesia, Thailand and Philippines. Taylor Swift’s tour in Southeast Asia can be considered a significant event in the pop music scene in the region. However, the special agreement made by the Singapore Government to shoot this tour has caused some controversy in the context of regional competition and diplomatic relations. It is important to evaluate Taylor Swift’s tour in Southeast Asia and Singapore’s role at this point.[5]

Considering Taylor Swift’s popularity in the region, it can be argued that her fan base in Southeast Asia is quite large and active. Swift’s performances in Singapore also attracted great attention from other countries in the region. This is an example of how a regional event can spread over a wide geographical area and not just be limited to the host country.

While Singapore maintains a balance in its relations with other Southeast Asian countries, it also needs to seize economic opportunities. When issues such as the impact of cultural events on regional politics and the contributions of tourism to regional cooperation and competition are evaluated from a broader perspective, the diplomatic outcomes of the issue in question can be understood more clearly.

It can be argued that this development is also an important step taken by Singapore in terms of cultural diplomacy. Because of this situation, Singapore has managed to attract many tourists and made a name for itself. This brings with it the opportunity to better promote Singapore’s culture and elements.

In conclusion, Taylor Swift’s Southeast Asia tour and Singapore’s special agreement to organize this tour is an important event in terms of regional relations and cultural interaction. It should not be forgotten that such events have the potential to increase regional cooperation, but also increase regional competition. For this reason, the impact of cultural events on regional politics can be carefully examined, based on balance and cooperation in international relations.
