On October 26, 2023, Russia has decided to withdraw from the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The draft resolution to withdraw the ratification of the Comprehensive Nuclear-Test-Ban Treaty will be sent to President Vladimir Putin for final approval. Meanwhile, the Russian Armed Forces, under the supervision of Russian President Vladimir Putin, conducted a military exercise simulating a nuclear attack. [1] Russian state television displayed Putin directing the exercise through a video conference with top military officials. Russian Defense Minister Sergey Shoygu stated that the purpose of the exercise was to “practice a large-scale nuclear counterattack with strategic forces in response to an enemy’s nuclear strike .”[2]
Such simulations by Russia could further escalate tensions in international relations. Particularly, at a time when the conflict in Ukraine persists, such a move could deteriorate relations between the West and Russia. Although similar exercises are conducted every autumn, Shoygu’s remarks are noteworthy given the heightened tensions between Russia and the West due to the conflicts in Ukraine.
The CTBT, adopted in 1996, prohibits all forms of nuclear weapon testing worldwide. However, the agreement has never been fully implemented. Furthermore, the aforementioned treaty has yet to be ratified by the United States, as well as China, India, Pakistan, North Korea, Israel, Iran, and Egypt.
Considering the continued global significance of nuclear weapons, such exercises and changes in agreements could have a significant impact on global security. The nuclear test ban aims to limit the spread of nuclear weapons and enhance global nuclear security, making it a crucial step.
While the CTBT aims to restrict the development and proliferation of nuclear weapons, its lack of full implementation complicates nuclear weapon control worldwide. Russia’s decision to withdraw could encourage other countries to take similar steps, which could be concerning for global nuclear security.
Controlling and preventing the proliferation of nuclear weapons can be achieved through diplomatic solutions and negotiations. Russia’s rejection of Washington’s proposals to restart dialogue on strategic stability and arms control demonstrates the challenges of international diplomacy and negotiations.
It could be argued that Russia may resort to resuming nuclear testing as a means to deter the West from continuing to provide military support to Ukraine. Many Russian government officials support the resumption of nuclear testing.
Sergey Ryabkov, the Russian Deputy Foreign Minister, stated earlier this month that Moscow would adhere to the ban and only initiate nuclear tests if Washington were to take this step.[3] Ryabkov noted that the Russian Foreign Ministry received proposals from the U.S. to restart dialogue on strategic stability and arms control, but Moscow cannot accept this under the current political climate.
Sergey Ryabkov used the following statement:[4]
“The United States, which pursues a deeply hostile policy towards Russia, cannot revert to a dialogue on strategic stability as it was done in the past unless it revises its attitude. “
In conclusion, Russia’s decision to withdraw from the CTBT highlights a significant issue in international nuclear security. These developments emphasize the importance of international diplomacy and negotiations. International cooperation is imperative for controlling and preventing the proliferation of nuclear weapons.
